In chemistry, complexity plays an essential role. Often, large molecules are designed to have specific functionality, ranging from polymers to supra-molecular structures where bonds are non-covalent. With super-resolution microscopy, properties of such molecules can be determined precisely. An example of such a supra-resolution microscopy technique is STORM, where dyes are added to functional groups. These dyes emit light, or blink, in a controlled and programmable way, so as to obtain the most information from the data. Data processing is highly complex, due to the stochastic nature of blinking as well as the errors that arise in the data gathering and processing. These techniques have, for example, been used to show that the exchange patterns of one-dimensional aggregates occur everywhere along the aggregate, rather than only at the ends as was expected13L. Albertazzi, D. van der Zwaag, C.M.A. Leenders, R. Fitzner, R.W. van der Hofstad and E.W. Meijer. Probing exchange pathways in one-dimensional aggregates with super-resolution microscopy. Science 344(6183): 491-495, (2014).. In many other settings, the precise structures of the chemical compounds are unclear. Are they homogeneous or are there certain preferences for the arrangement of functional groups or proteins? When patterns are homogeneous, are they stochastically homogeneous as in a Poisson process or rather spread out more evenly than this random process? There is little theory about what the consequences of inhomogeneity, or even slight fluctuations in the spread of sizes of molecules, are. To be able to answer such questions, models need to be made of the way how the chemistry works, for example how functional groups attach.
Further, the data needs to be processed and analysed in the optimal way. Such problems give rise to highly challenging questions in mathematics and computing science. These are certainly not the only questions in chemistry where the toolboxes of mathematics and computing science can be useful. In chemical reaction networks, a crucial question is how to optimize the available molecules and their concentrations so as to program an optimal result. Can catalysts be used effectively, and if so, how? How can polymers of sizes in a specific range be engineered? Tools from (partial) differential equations as well as combinatorial optimization, probability and statistics, can be essential to create a breakthrough here.
Traffic can be seen as a complex self-organising system with emergent properties caused by the behaviour of the participating vehicles and their interactions. The behaviour of vehicles is determined by various factors including the driver's goals (destination, arrival time, etc.), density of traffic, weather conditions, traffic laws and law enforcement mechanism, and vehicle type and condition. Vehicles may interact by synchronising their speed, changing their lanes to allow other vehicles to pass, cutting off other cars or signalling their directional change. It is a challenging task to manage not only the traffic stream of human driven vehicles on the current road infrastructure, but also traffic of autonomous cars on future smart road infrastructure, in order to improve traffic throughput, safety and to reduce CO2 emissions. An important challenge here is how individual vehicles should behave such that the emerging traffic situation satisfies some desirable properties such as improving throughput, safety and environmental conditions. In particular, which parameters of individual vehicles may affect traffic, which measures should be taken to influence these parameters, and what are needed to take the right measure s? A crucial aspect of traffic is its dynamics which requires that any measure s should be based on the real-time information. Information about the destination, arrival time, driver type, other cars, current state of the traffic are important to incentivise individual vehicles to change their behaviour. Imposing traffic rules by means of sanctions or taxes would be one possible alternative to incentivise individual vehicles, but this requires information regarding the states and preferences of individual vehicles. Which information should be gathered and how this information should be communicated to vehicles (e.g., vehicle-to-vehicle, vehicle-to-infrastructure or infrastructure-to-vehicle) are of utmost importance for managing current and future traffic situations.
A number of models for the microscopic simulation of traffic have been developed, and employed at the large scale of metropolitan areas. Often these models are calibrated by adapting properties of the individual entities with the goal to make the observed behaviour of the model fit known emergent properties – e.g. traffic counts on roads, price elasticities collected via surveys. It is a challenge to assess the accuracy of a simulation if there are no known emergent properties to calibrate such models against. Furthermore, it is also a challenge whether it is feasible and necessary to introduce many new types of rules and interactions at the microscopic level, while maintaining the large scale at which the entities are simulated.
Depending on the focus of the research, additional methodologies may be applicable. (Algorithmic) game theory and mechanism design can be used to understand how equilibria emerge and how they can be influenced. Other methodologies that may provide insights in the relation between the microscopic and macroscopic levels are Markov-theory, statistical mechanics, mean-field theory, and more.
In microbial consortia engineering, communities of bacteria are designed in which steps of a complicated biochemical conversion are distributed over multiple (potentially genetically engineered) bacterial species. Such engineered microbial consortia are widely applied in industry. Examples are the production of fermented food products, including soy sauce, cheese, bread, and yoghurt, industrial waste water treatment, the break-down of ligno-cellulosic material for production of fodder and bioethanol, biogas production and the extraction of minerals from ore in the mining industry. The generation of microbial consortia requires understanding and engineering of microbial exchange reactions and communication pathways, as well as harnessing the temporal, ecological stability (or dynamic stability) of the consortium and/or the self-organized spatial patterning of biofilms and pallets. Once the system is running, it can become sensitive to invasion of exogenous species or evolutionary processes, including the emergence of undesired ecological interactions, for example cheaters that benefit from an energetically costly mutualistic interaction but do not give back. Such events can destroy the functionality of the microbial consortium.
For this reason, mathematical and computational approaches are increasingly used to predict the functionality and robustness of microbial communities. These range from eco-evolutionary theory and metabolic network theory to multiscale, multi- physics simulations with detailed description of the spatial structure and metabolic interactions. Challenges for such complex systems approaches can include: How to optimize the evolutionary robustness of a microbial consortium, while maintaining its functionality? How to program the individual species hand-in-hand with culture so as to facilitate the growth of pallets of a uniform size with optimal transport properties? How to minimize the probability of invasion of a foreign species?
Private partijen Als private partijen worden in deze Regeling in kind bijdragen aangemerkt enerzijds ondernemingen (definitie hieronder) en anderzijds instellingen die onder de voorwaarden geldend voor private partijen mogen deelnemen aan projecten gefinancierd uit middels deze Call (zie paragrafen 3.2 en 3.5).
Onderneming Activiteit van een organisatorisch verband of een persoon gericht op duurzame deelname aan het economisch verkeer met behulp van arbeid en kapitaal en met oogmerk winst te behalen.
MKB De MKB-definitie van de Europese Commissie wordt gehanteerd. Onder een MKB wordt verstaan een onderneming die:
minder dan 250 medewerkers heeft, en
een omzet heeft die de EUR 50 miljoen niet overstijgt en/of
een balanstotaal heeft dat de EUR 43 miljoen niet overstijgt;
verder dient rekening gehouden te worden met participaties (≥25%) in en van andere ondernemingen die effect hebben op de autonomie van de onderneming14In het geval van bedrijven/startups voortkomend uit een universiteit gaat deze Call soepel om met het in de definitie gestelde maximale participatieplafond (≤50%) van de universiteit.. Mogelijkheid tot deelname met in kind bijdragen in projecten gefinancierd middels deze Call door private partijen en/of (semi-)private partners:
In projecten gefinancierd uit deze Call kunnen private partijen en/of (semi-)private partners participeren met een in kind-bijdrage. Zie hiervoor paragrafen 3.2 en 3.5. In kind-bijdragen/inspanningen moeten:
essentieel zijn voor het project;
opgenomen zijn in de door NWO goedgekeurde begroting van de onderzoekskosten van de projectaanvraag waarin de private partij en/of (semi-)private partner participeert (zie voor in te brengen in kind- bijdragen bepaling 3) en vallen binnen één van de onder 3 a t/m c vermelde kostencategorieën.
Committering
Indien een private partij of (semi-)private partner zal participeren in het onderzoeksproject met een gedeeltelijke in kind-bijdrage zoals hierboven omschreven, zal de private partij zich voor de betreffende in kind-bijdrage plus de financiële (cash) bijdrage aan NWO committeren middels een Project Agreement. De toegezegde financiële (cash) bijdrage zal door NWO worden gefactureerd.
In te brengen in kind-bijdragen
In een onderzoeksproject mogen door private partijen en/of (semi-)private partners als in kind-bijdragen worden ingebracht de volgende rechtstreeks aan het onderzoeksproject toe te rekenen en door de private partij of (semi-)private partner gemaakte kosten (zie ook bepaling 1):
In het kader van het project gewerkte uren:
loonkosten, met dien verstande dat wordt uitgegaan van een uurloon, berekend op basis van het jaarloon bij een volledige dienstbetrekking volgens de kolom «loon voor de loonbelasting» van de loonstaat, verhoogd met de wettelijke dan wel de op grond van een individuele of collectieve arbeidsovereenkomst verschuldigde opslagen voor sociale lasten, en van 1650 productieve uren per jaar. Hierover mag een opslag worden opgevoerd voor overige algemene kosten, groot ten hoogste 50% van de hierboven bedoelde loonkosten. Het hieruit volgende aan het project toe te schrijven uurtarief, inclusief de genoemde 50% opslag voor algemene kosten, is gemaximeerd op € 100.
Kosten van te verbruiken materialen en hulpmiddelen, gebaseerd op de oorspronkelijke aanschafprijzen.
Gebruik van apparatuur, machines en software
Kosten van aanschaf en gebruik van machines en apparatuur, met dien verstande dat wordt uitgegaan van de aan het project toe te rekenen afschrijvingskosten, berekend op basis van de oorspronkelijke aanschafprijzen en een afschrijvingstermijn van tenminste vijf jaar; kosten van consumables en onderhoud tijdens de gebruiksperiode.
Kosten van aanschaf en gebruik van machines en apparatuur die niet uitsluitend voor het project zijn aangeschaft, worden slechts als projectbijdragen op de voet van het hier bovenstaande naar rato in aanmerking genomen, indien een door middel van een sluitende tijdschrijving vastgestelde urenverantwoording per machine respectievelijk van de apparatuur aanwezig is.
In kind-bijdragen in de vorm van korting op de normale aanschafprijs in het economisch verkeer (list-prijs) van machines en apparatuur. De korting dient dan minimaal 25% van de list-prijs te bedragen. De kosten die ten laste gebracht worden van het apparatuurbudget van het project bedragen dan de list-prijs verminderd met die korting.
Bij materiele bijdragen in de vorm van levering van diensten is voorwaarde dat deze als nieuwe inspanning kan worden geïdentificeerd. De dienst is niet reeds beschikbaar op de onderzoeksinstelling(en) die het onderzoek uitvoer(t)en. Het kan voorkomen dat men reeds geleverde diensten (bijvoorbeeld een database of software) als in natura cofinanciering wil opvoeren. Acceptatie is in dit geval niet vanzelfsprekend. Hierover wordt vooraf contact opgenomen met NWO. In dat geval bepaalt NWO of voor deze levering een concrete waarde is vast te stellen.
Verantwoording van in kind-bijdragen
Private partijen en (semi-)private partners dienen hun in kind-bijdragen aan NWO te verantwoorden middels een opgave van ingebrachte kosten, te verstrekken aan NWO binnen drie maanden na afloop van het onderzoeksproject waaraan de in kind-bijdrage is geleverd. De aanvraag tot vaststelling van de in kind-bijdrage dient tegelijkertijd met de aanvraag tot subsidievaststelling door de projectleider te worden ingediend, vergezeld van een gezamenlijke eindrapportage. Indien de te verantwoorden in kind-bijdrage van een partner hoger is dan k€ 125 dient een accountantsverklaring te worden aangeleverd; in andere gevallen volstaat een schriftelijke verklaring van de procuratiehouder dat de ingebrachte in kind- inspanningen daadwerkelijk aan het project zijn toe te schrijven.
Indien de private partij of (semi-)private partner die zich met een in kind-bijdrage aan een onderzoeksproject heeft gecommitteerd (een deel van) deze in kind- bijdrage uiteindelijk niet inbrengt dan wel niet kan verantwoorden, zal NWO deze private partij factureren voor (dit deel van) de in kind-bijdrage, zodat de totaal toegezegde bijdrage gestand wordt gedaan.
