Any Party to the Convention may submit to arbitration in accordance with Article XX and Annex B of the Convention any dispute:
arising out of damage caused by EUTELSAT;
involving any other non-contractual liability of EUTELSAT;
involving a staff member or an expert and in which the person concerned can claim immunity from jurisdiction, if this immunity is not waived.
