1. Privileges and immunities are granted to Officials and Experts in the interest of International IDEA and not for the personal benefit of the individuals themselves. The Secretary-General shall have the right and the duty to waive the immunity of any person mentioned in Articles 15 and 16 in any case where, in his or her opinion, the immunity would impede the course of justice and can be waived without prejudice to the Organization. The Council shall have the right to waive the immunity of the Secretary-General. 2. International IDEA shall co-operate at all times with the appropriate authorities of the Kingdom of the Netherlands to facilitate the proper administration of justice and shall prevent any abuse of privileges and immunities granted to it under this Agreement.
