1. The Aeronautical Authorities of the Parties shall in the first place endeavor to settle by consultations and negotiation any dispute arising between the Parties relating to the interpretation or application of this Agreement, except those that may arise under Articles 12 (Safety) and 13 (Aviation Security). 2. If the Aeronautical Authorities fail to reach a settlement by negotiation, the dispute shall be settled through diplomatic channels.
