1. The privileges, immunities and facilities provided for in Articles 15, 16, 17, 18 and 20 of this Agreement are granted in the interests of the Register and not for the personal benefit of the persons themselves. The Secretary General of the Council of Europe shall have the right and the duty to waive the immunity of any person mentioned in Articles 17, 18 and 20 in any case where, in his or her opinion, the immunity would impede the cause of justice and can be waived without prejudice to the Register. 2. The waiver of privileges, immunities and facilities of members of the Board provided for in Article 15 of this Agreement, shall be regulated in the Rules of Procedure of the Conference of Participants. 3. Consistent with its privileges and immunities, the Register shall co-operate at all times with the appropriate authorities of the host State to facilitate the proper administration of justice and shall not abuse any of the privileges and immunities granted to it under this Agreement.
