Subsidie kan worden aangevraagd door een in Nederland gevestigde:
- - culturele instelling met rechtspersoonlijkheid;
- - sociaal-maatschappelijke of zorginstelling met rechtspersoonlijkheid;
- - cultuurmaker (natuurlijk persoon of rechtspersoon) die beroepsmatig actief is in kunst, cultuur, media of erfgoed.
