1 The Administration of any Member of the Union in the European Broadcasting Area which has not signed this Agreement may accede thereto at any time. Such accession shall be made without reservation. The Secretary-General shall be notified thereof, and he shall inform the other Members of the Union in the European Broadcasting Area.
2 Accession shall take effect on the date the notification of accession is received by the Secretary-General.
